Overview

Cannon was selected to help increase the current capacity, safety, and reliability of the CAHN 3 tank vapor recovery (TVR) system. The current TVR system is at risk for potential releases of hydrocarbon vapors to the atmosphere, which can trigger a Notice of Violation (NOV) from the San Joaquin Valley Air Pollution Control District (SJVAPCD) and result in hazardous working conditions for on-site personnel. There are also safety and reliability concerns with operating the existing vapor recovery units (VRU). Upgrading the TVR system requires optimally-sized stainless steel replacement piping to the VRUs; rerouting the discharge piping from the VRUs; new VRU compressor packages; and additional instrumentation and automation to better monitor and control the TVR system. The project scope includes survey/scanning of existing site conditions, piping system design, equipment foundation design, pipe support analysis and design, electrical system upgrade design, automation design, and preparation of construction drawings and documents.

The project will be completed in two stages. The first stage of construction will focus on removing “bottlenecks” from the existing TVR system. Existing piping from the T-106/107 Wash Tanks, the V-101 Production Inlet Separator, and the main collection header, to the skid limits (suction scrubbers) of the K-301/302 VRUs will be replaced with stainless steel piping sized for current and proposed system flow rates. Tie-ins will be designed for the new VRUs. The construction for the first stage will occur during a planned plant outage, so the design should allow for quick turnaround during execution. The second stage of construction involves installation and start-up of the new compressors, including piping completion, skid foundation installation, electrical design, and automation design to incorporate the TVR system and VRU instruments into the plant PLC.

Cannon provided the following services

  • Preliminary engineering, including project definition support, hydraulic modeling (HYSYS), and pipe sizing
  • 3D laser scanning and modeling of existing plant features
  • Piping engineering and design, with emphasis on parallel installation with existing system to minimize plant shutdowns during construction and switchover to new system
  • 3D CAD Modeling of new system design, and preparation of Navisworks models for client review
  • Piping System Stress Analysis
  • Preparation of P&IDs, Piping Plans, Isometrics, Demolition Plans, and Bill of Materials (BOM)
  • Structural design and plans, including existing piping rack system structural/seismic analysis, modifications to existing pipe racks, new pipe supports and equipment foundations
  • Electrical design and plans, including power system analysis and modeling for new equipment tie-in, overhead power distribution design, MCC and transformer sizing and datasheets, cost estimating, and preparation of one-line, cable tray routing, grounding, and hazardous area classification plans
  • Automation design and plans, including panel design, instrumentation specification, and preparation of instrument index and datasheets, loop drawings, panel drawings, and control narrative document
  • Facilitate design, safety, and constructability reviews with client representatives (process engineering, project engineering, operations, construction, electrical, automation) and contractor(s)
  • Support client with submittal reviews and procurement of major Electrical and Mechanical equipment (long-lead items)
  • Tie-in and shut-down planning
  • Permitting support for submittals to County
  • Construction Support, including responses to/documentation of Requests for Information (RFIs), field visits to assess compliance with design and resolve construction issues, weekly team meetings with client and contractor(s), walkdown to verify as-built conditions, and preparation of Record Documents
