Overview

The City of Morro Bay operates a wastewater treatment plant in conjunction with the town of Cayucos. The plant is nearing capacity and facing upcoming regulatory requirements to improve effluent quality prior to ocean discharge. Several years ago, the City had explored the idea of constructing a separate wastewater plant to serve only the City, for potential beneficial reuse of the effluent. To this end, Cannon prepared an updated Feasibility Study to examine potential benefits and potential “fatal flaws” associated with construction of a stand alone wastewater plant, in lieu of expanding the existing plant. Cannon prepared an analysis for both current and future flow rates; examined water quality challenges and identified potential solutions; reviewed current and anticipated regulatory requirements; updated system design requirements; developed a cost estimate and staffing plan, and identified potential funding sources.
