Overview

Central Coast Water Authority (CCWA) operates a 43-million-gallon per day output water treatment plant (WTP) and a 142-mile-long pipeline that provide drinking water to 14 retail water agencies in San Luis Obispo and Santa Barbara Counties. CCWA relies upon its own private, data transferring communications network for water operations, administrative, SCADA, and security functions. Because the manufacturer no longer supports the Programmable Logic Controller (PLC) hardware that the system is based on, the products in CCWA’s system had reached the end of their life cycle.

CCWA selected Cannon to assist with design and project implementation for replacing the existing redundant Modicon Quantum PLC hardware at the WTP. Cannon’s scope included designing the future construction project and monitoring the future project until completion. The work provided by Cannon was the basis for the full replacement of PLCs during CCWA’s annual shutdown. Along with the physical replacement of the PLCs, the old PLC program were converted from Modicon’s ProWorx software to the latest Modicon programming software, EcoStruxure Control Expert. Since the new PLC system replacement was needed in a short period, it was anticipated that an extensive bench test would be required prior to the replacement. Cannon developed a preliminary timeline of the activities, an anticipated test plan, and a project budget.
