The County of San Luis Obispo’s (County) Animal Services Division intakes more than 2,000 stray animals annually. After 43 years of service, deterioration of the existing animal services facility and cost of repairs indicated that it had come to the end of its useful life. With compromised accommodation for the animals they served, the County partnered with five local incorporated cities to implement a new animal services facility and support the professional and volunteer services.

The County selected our team to complete the project, which included LDA Partners as the architect for the building’s overall design. Cannon provided civil engineering and landscape design services for the new facility project, including schematic, preliminary, and final design phases. Cannon provided a topographic survey; civil site plans with calculations and reports for drainage, floodplain, and stormwater control; and landscape plans, including planting, irrigation, and construction details. Cannon assisted with outline specifications related to civil and landscape project elements; prepared civil and landscape construction drawings; and completed a drainage report, floodplain analysis, and stormwater control plan. As part of the permitting effort, Cannon produced a Stormwater Pollution Prevention Plan (SWPPP) and application for a Construction General Permit via SMARTS system. Cannon also aided with construction specifications related to the scope of services provided, prepared record drawings, and reviewed contractor submittals responses to requests for information (RFIs). Once the design was complete, Cannon also provided a Post Construction Storm Water Maintenance and Management Plan to guide ongoing operation and maintenance.

The new, 16,000 square-foot facility is adjacent to WOODS Humane Society in San Luis Obispo and has sufficient dog and cat kennels as well as the space needed to care for farm animals and reptiles. Located off Highway 1, the animal services facility is between San Luis Obispo and Cuesta College, on Kansas Ave.
