Santa Ynez Community Services District Engineer

Since 2004, Cannon has served as District Engineer for the Santa Ynez Community Services District. As such, Cannon has provided engineering, planning, design, and oversight of the day-to-day technical issues that occur as part of operating a wastewater treatment plant and collection system. Additionally, Cannon assists in administrative responsibility, including budgeting and cost analysis as well as coordinating with the City of Solvang, the Chumash tribe, and residents of Santa Ynez. Recent projects include the Highway 246 Pump Station Wetwell and Gravity Sewer Main and Manhole Relining Project.

As part of the scope of services, Cannon updated and digitized the District’s standard specifications, standard drawings, and general conditions. The update process included incorporation of information from numerous sources, including Greenbook, Sewer Code, Caltrans, and nearby sister agencies and cities. The result of this effort was the creation of a new document, titled “Design and Construction Standards for Public Sewer System Improvements.” This document is organized in a manner conducive to the public contract process. The general conditions include design criteria and plan checking requirements. The standard specifications include separate sections for each type of work activity, with standard CSI formatting. Moreover, Cannon completely redrew the standard drawings in computer aided design with input from subject matter experts.
